Fire Burst with a Frost control splash (0/38/13)

Hit and Crit are unified (Blizzard Deep Dive). Elemental Precision gives +5% Frost/Fire hit. No hit cap is published; do not apply TBC math. Fire lives on crit, so crit sits above Stamina only if you can stay alive; this ranking is theory.
Best race

R2 Insignia trinket first (3,500 Honor, 2,000 more for the epic version) so Blink and Ice Block are not your only answer to a stun, then the R3 Faction Cloak (10 Arathi Basin Marks + 3,000 Honor). For a crit caster the elite Chest and Helm (R13) and Legs and Shoulders (R12) are the biggest pieces, bought with Emboldened Seals; Rare PvP gear needs level 55. The R14 Weapon Arsenal includes a Grand Marshal's Stave (20 Alterac Valley Marks, 15,000 Honor), a Mageblade and a Tome of Power (Darkspear Islands Marks). All costs are beta numbers and may change. Skip the R7 Battle Standard; give it to a flag carrier.
How to play it
- Role: ranged burst on the push or the node attack. Burning Soul gives a 70% chance of not losing casting time when hit, and Impact gives your Fire spells a 10% chance to stun for 2 s, so you finish casts that other casters lose.
- Burst: land Fireball or Scorch crits to build Hot Streak, then Pyroblast (4.5/3/1.5 s at 1/2/3 stacks per Icy Veins). Fire Blast is the instant filler, helped by Wake of Fire's 2 s cooldown cut and Incineration's +6% crit.
- Pop Combustion (+10% Fire crit per hit until four non-periodic Fire crits) with Blood Fury (Orc) for the kill window.
- Control: Blast Wave dazes for 50% slow over 6 s and Flame Throwing extends Fire range by 6 yards. Frost Nova (Improved Frost Nova cuts its cooldown 4 s) and Blink handle melee.
- Frost Armor's chill on melee attackers can trigger Frostbite (Icy Veins). Fire Ward with Improved Fire Ward is left out; save the points for Frost control.
Verdict
Fire is a damage-only spec and it knows it. Icy Veins says Fire Mages are 'built for one thing: high and consistent damage'. Ignite adds 40% of every Fire crit as a 4 s burn, Hot Streak turns non-periodic crits into a Pyroblast that drops from 6 s to 1.5 s at three stacks, and Combustion gives a 10%-per-hit crit ramp until four crits land. Frostfire Bolt fixes the old problem of fire-resistant bosses: it uses whichever school the target resists less.
The rating is the most disputed in the class. wowforever.co shows Fire at A in two sources (MMOExp, Overgear) and at F in a player-posted Blizzard-forum list, which also put Arcane at S. Nobody has sims. Take that as 'real but unproven': Fire's strength depends on crit chance you will not have until level 60 gear, so the beta (cap 30) underrates it.
Sep-24 was a mixed patch. Hot Streak now lasts 20 s (was 15), Wake of Fire's Fire Blast bonus lasts 30 s (was 20), and Ignite no longer double-dips on percentage damage modifiers, which foreverchanges.pro files as a nerf. The vendored talent data (client build 1.60.1.70009) already carries the 20 s and 30 s numbers.
My call: play Fire if you want Ignite-and-Pyroblast pressure and can live with a slower 10-40. Pick Arcane if you want the safest-rated mage. Every level 60 allocation here is a projection; the level 10-20 path follows Icy Veins' beta level 20 build.
Strengths
- Highest sustained single-target ceiling in the class on paper: Fire Power (+10% Fire damage), Critical Mass (+6% crit), Master of Elements mana refunds and Combustion all stack on one school.
- Hot Streak lets you cast Pyroblast on the move-friendly 1.5 s timer at three stacks, and the Pyroblast DoT plus Ignite soften movement phases (Icy Veins).
- Strong AoE for leveling and trash: Flamestrike, Blast Wave and Arcane Explosion, with Improved Flamestrike adding +15% crit.
- Burning Soul gives Fire spells a 70% chance not to lose casting time when hit, which is rare reliability for a caster.
- Improved Scorch stacks a 3%-per-stack Fire vulnerability up to 5 stacks for 30 s on your target.
Weaknesses
- Needs crit to function and low-level characters do not have it. Icy Veins says Fire levels slightly slower than the other specs and the key talents sit deep in the tree.
- Glass cannon. Ignite crits can pull threat from a tank quickly and Icy Veins tells Fire mages to keep Frost Nova ready.
- Ignite no longer double-dips (Sep-24 nerf) and its ceiling has not been tested against real level 60 gear.
- Fire resistance on bosses (Icy Veins names Ragnaros) means a Fire mage needs Frostfire Bolt or Arcane Subtlety-style resistance reduction.
- Rating is contested: the spec is A in two sources and F in another.
