Build 1.60.1.70124

Arcane Burst with a Frost Nova Shatter splash (31/0/20)

ProjectionTheory

Presence of Mind and Arcane Power for burst, Improved Counterspell for a 4 s silence, and a Frost splash (Frost Nova, Frostbite, Shatter, Ice Block) so a Frost Nova opener gives Arcane Blast +50% crit chance against a Frozen target.

Stat priority

  1. Spell Power
  2. Hit
  3. Intellect
  4. Crit
  5. Stamina
  6. Spirit

Hit and Crit are unified stats (Blizzard Deep Dive). Arcane Focus gives +5% Arcane hit and Elemental Precision +5% Frost/Fire hit, so gear hit is a top-up rather than the whole job. No hit cap is published, so do not apply TBC math. Stamina's rank is the PvP judgement call: you want to survive the first charge.

Will to Survive strips stuns, Perception reveals stealthers in AB and WSG, and Sword Specialization adds 2% crit with a sword. Icy Veins calls Humans 'very likely the kings in PvP'.

Runner-up: Undead

Blood Fury (+10% Spell Power for 15 s) lines up exactly with the 15 s Arcane Power window, Hardiness cuts stun duration 20% and Shatter Curse is a free anti-warlock cooldown. Icy Veins calls Hardiness very good for PvP.

Buy the R2 Insignia trinket first (3,500 Honor, 2,000 to upgrade it to the epic version), then the R3 Faction Cloak (10 Arathi Basin Marks + 3,000 Honor). The elite pieces that move the needle for a mage are Legs and Shoulders at R12 and Chest and Helm at R13, bought through Emboldened Seals; Rare PvP gear needs level 55. At R14 the Weapon Arsenal lists a Grand Marshal's Stave (20 Alterac Valley Marks, 15,000 Honor), a Mageblade and a Tome of Power (Darkspear Islands Marks). All costs are beta numbers and may change. Battle Standard (R7, +15% max health aura, 10 min cooldown) belongs to whoever leads the push, not to you.

How to play it

  • Role: burst and silence. Stay behind your flag carrier or node defenders and delete the healer; Improved Counterspell turns your interrupt into a 4 s silence.
  • Opener: Frost Nova the target (Improved Frost Nova takes 4 s off its cooldown), then Presence of Mind into Arcane Blast. Shatter gives +50% crit chance against Frozen targets and Arcane Mind raises your Arcane crit damage bonus by 100%.
  • Pop Arcane Power (+30% damage and +30% mana cost for 15 s) only when the kill window is real. Line Blood Fury up with it if you are Orc.
  • Mana: Arcane Meditation keeps 50% of regeneration running while you cast and Arcane Concentration adds Clearcasting procs, but four Arcane Blast stacks are expensive. Stop at two or three stacks in a long fight.
  • Defence: Frostbite can Freeze on Chill effects, and Icy Veins notes Frost Armor's chill on melee attackers can trigger it. Blink breaks stuns and roots and Ice Block covers the rest.
  • Missile Barrage is skipped on purpose. A channeled Arcane Missiles is an easy interrupt target; the points go to Counterspell and the Frost splash instead.

Verdict

Arcane is the mage to roll. Arcane Blast stacks four times for +10% damage on every other spell per stack, Missile Barrage turns a 40% Blast proc into a free, double-speed Arcane Missiles, and Arcane Mind adds +10% Intellect and +100% to the critical strike damage bonus of your Arcane spells. Icy Veins says Blast, Missiles and Missile Barrage make the tree 'a lot more likely to be played and perform well' than its Classic version.

The rankings agree with the talent text. wowforever.co's side-by-side of every published list puts Arcane in the top band in 4 of 4 spec-level sources. Be honest about what that means: those sources are two gold sellers, a Blizzard-forum player post and a boost service, not sims, and no sims exist yet. The Frost and Fire verdicts in these files are where the sources actually disagree.

The Sep-24 beta build was kind to you: Arcane Missiles now checks line of sight once when the channel starts instead of on every missile. It also hurt a little: wands no longer gain Spell Power, and Gnome Eureka! is now a flat 10% cost cut plus 10% damage on the next 3 abilities for every class.

Everything past level 30 is a projection. The beta is capped at 30 (build 1.60.1.70124), item stats are hidden until they drop, and the vendored talent file is client build 1.60.1.70009. The PvE and PvP allocations are theory built from talent text; the 10-20 leveling path follows Icy Veins' beta-tested level 20 build.

Strengths

  • Highest burst in the class: Presence of Mind into Arcane Power gives 15 s of +30% spell damage, and Arcane Blast stacks add +10% damage to everything else.
  • Arcane Meditation lets 50% of mana regeneration continue while casting and Arcane Concentration gives a 10% Clearcasting chance, so it can sustain the burn that Arcane Blast's cost curve demands.
  • Safe to cast in groups: Improved Channeling gives 100% pushback protection on Arcane Missiles and 70% on Arcane Blast, and Improved Counterspell adds a 4 s silence.
  • Icy Veins calls Arcane 'a solid leveling spec': big single-target burst for quests and Arcane Meditation cuts drink time between pulls.
  • Mage utility comes free with the spec: Polymorph, Blink, food and water, portals and Arcane Intellect.

Weaknesses

  • Mana is the damage budget. Each Arcane Blast stack raises its cost by 175%, and with no wand scaling after Sep 24, running dry hurts more than it used to.
  • Almost no damage while moving. Icy Veins lists Presence of Mind, Fire Blast and the wand as your only options; Blink is the real movement tool.
  • Aggro risk. Icy Veins warns that Arcane burst pulls threat in dungeons when the tank is not strong, and Arcane Subtlety only trims Arcane threat by 30%.
  • Fewer slows than Frost, so you rely on Frostbolt, Frost Nova and Cone of Cold for kiting.
  • Every level 60 conclusion is a projection until launch.
