Projection only: no level-60 item stats are visible. Icy Veins ranks Weapon Damage, Hit, Crit, Strength, Agility, Stamina for level 20, Method says Expertise (fewer dodges and parries) replaces weapon skill gear, and Blizzard says items now carry less weapon skill. Hit and Crit are unified.
Best race
Elune’s Light gives +10% crit for 15 s every 3 min and Quickness adds 2% movement speed; Icy Veins calls Night Elf arguably the best Warrior race.
ShadowmeldInstant, 10 sec cooldown. Activate to slip into the shadows, reducing the chance for enemies to detect your presence. Lasts until cancelled or upon moving. Using this ability in combat discourages enemies from attacking you, but increases the cooldown to 2 min.
QuicknessDodge chance increased by 1% and movement speed increased by 2%. Night Elf Rogues and Druids are harder to detect in Stealth as if they were 1 level higher.
Wisp SpiritTransform into a wisp upon death, increasing movement speed by 75%.
Elune's LightInstant, 3 min cooldown. Increases your critical strike chance with all spells and attacks by 10% for 15 sec.
Blood Fury adds 10% Attack Power for 15 s on a 2 min cooldown and Axe Specialization adds 1% crit with an axe; Icy Veins expects Orc to stay the go-to Horde Warrior.
Blood FuryInstant, 2 min cooldown. Increases Attack Power and Spell Power by 10% for 15 sec.
HardinessDuration of Stun effects on you reduced by 20%.
Axe SpecializationIncreases your critical strike chance with all spells and abilities by 1% while you have an axe or a two-handed axe equipped.
Shatter CurseInstant, 3 min cooldown. Instantly removes and grants immunity to all Curses and Banes, and reduces all Magical damage taken by 15% for 8 sec.

How to play it
- Open from Battle Stance: Charge, Rend (Improved Rend +35% bleed, now scales with Attack Power), then Mortal Strike and Overpower whenever Bloodthrill or a dodge lights it up.
- Slam is your filler: Improved Slam cuts cast time and global cooldown by 0.5 s, stops Slam from delaying your swing, and trims its 18 s cooldown by 3 s at 2 points.
- Weaponmaster picks the weapon for you: axes/polearms +5% crit, maces/staves ignore 15% armor, swords 5% chance of an extra attack. Equip whichever raw two-hander is best and let the racial (Axe Specialization, Sword Specialization) stack on top.
- Rage plan: Unbridled Wrath gives 2 extra Rage on a two-hander, Anger Management adds 1 Rage per 3 s in combat, and Improved Tactical Mastery plus the baseline Tactical Mastery lets you keep up to 25 Rage through a stance swap.
- Use Sweeping Strikes and Cleave on packs, and save Spearing Strike for Giants and Dragonkin where it deals an extra 80% weapon damage.
- Blizzard is still fixing Rage generation bugs in the beta: re-check this build after the fix and again once level-60 gear exists.
Verdict
Arms is the two-handed Warrior, and the tree has a clear spine: Improved Rend feeds Bloodthrill (Overpower off Rend), Weaponmaster folds every weapon specialization into one talent, and Mortal Strike sits at the end behind Sweeping Strikes. Blizzard’s Sep-30 Priest & Warrior deep dive also lists Spearing Strike (a 16-point dismount) and a redesigned Improved Slam that no longer delays your swing, so the spec has more toys than it did in 1.12.
Where it ranks is unsettled. No Blizzard or major-guide tier list exists for level 60. The public rankings that wowforever.co indexes put Arms in the third band (MMOExp, Overgear) and in the bottom band on one forum thread, below Fury on the two gold-service lists, and Icy Veins rates Arms leveling as strong potential with a difficult early game. Read Arms as mid-tier PvE and the Warrior’s best PvP spec until raids open on Dec 9.
The real unknown is Rage. Blizzard fully normalized Rage from damage dealt (it now follows weapon speed, with crits to give 75% more) and says there are still Rage bugs in the beta. The PvE and leveling builds lean on Unbridled Wrath, which grants 2 Rage per proc with a two-hander, and on Anger Management for a steady drip. Slam’s cooldown went from 15 s to 18 s in the Sep-24 build, and Improved Slam now claws back 1.5/3 s of it; Icy Veins’ page still says Improved Slam leaves the cooldown alone, so I follow the client talent text and Blizzard’s notes.
The call: go Arms if you want Mortal Strike’s 50% healing cut in battlegrounds and a two-hander that can swap weapon types without a respec. Pick Fury instead if your only goal is raid damage and you can stand the Rage starvation.
Strengths
- Mortal Strike cuts healing on the target by 50% for 10 s, which is the strongest anti-healer tool the Warrior has in battlegrounds.
- Weaponmaster merges the old weapon specializations: axes/polearms add up to 5% crit, maces/staves ignore up to 15% armor, swords add up to a 5% chance of an extra attack, so you run whichever two-hander is best.
- Spearing Strike dismounts mounted targets and hits Giants and Dragonkin for 80% extra weapon damage; it is a utility the other two specs lack.
- Bloodthrill (20% at max rank, main-hand only since Sep 24) and Improved Overpower make Overpower a regular button instead of a dodge-reaction.
Weaknesses
- Rage-hungry and Rage-fragile: Rage from damage dealt is now normalized, and Blizzard is still chasing Rage bugs in the beta.
- Every public list that ranks both Warrior DPS specs puts Arms below Fury (B vs A on MMOExp and Overgear, F vs C on the forum thread).
- Needs 35+ points in one tree to pay off, so there is little room for hybrid utility; the Slam nerf to 18 s also hit this spec first.
- No escape or movement tool once combat starts (Icy Veins), and solo leveling is slow when gear falls behind or you pull two mobs.
