Theory ranking, no Forever PvP stat data. Hit and Crit apply to melee and spells alike, so one set of gear serves Holy Shock and Seals. Weapon DPS leads because Holy Strike and Seal of Command scale off weapon damage.
Best race
Will to Survive removes all Stuns instantly, the best answer for a melee class with no mobility. Sword Specialization adds 2% crit with a sword, and Perception counters stealthers.
Sword SpecializationIncreases your critical strike chance with all spells and attacks by 2% while you have a sword or two-handed sword equipped.
The Human SpiritSpirit increased by 5%.
PerceptionInstant, 3 min cooldown. Dramatically increases stealth detection for 20 sec.
Will to SurviveInstant, 3 min cooldown. Instantly removes all Stun effects.
Only Horde option. Will of the Forsaken breaks Fear and Charm, and Cannibalize restores 7% Health and Mana every 2 sec between fights.
Underwater BreathingUnderwater breath lasts 300% longer than normal.
Will of the ForsakenInstant, 2 min cooldown. Instantly removes all Charm, Fear and Sleep effects.
Cannibalize5 yd range, Instant, 2 min cooldown. When activated, regenerates 7% of total Health and 7% of total Mana every 2 sec for 10 sec. Only works on Humanoid or Undead corpses within 5 yds. Any movement, action, or damage taken while Cannibalizing will cancel the effect.
Touch of the GraveYour spells and attacks with a damage part have a chance (10% for casters, 5% for melee) to drain Health from the target, up to 5% of your maximum Health. 1 sec internal cooldown. Does not break crowd control.

Insignia Trinket (Rank 2) is the first buy and Faction Cloak (Rank 3, costs Arathi Basin Marks) and Necklace (Rank 4) follow. Battle Standard at Rank 7 (+15% health to nearby allies, 10 min cooldown) helps a push or a flag stand. Rare PvP gear needs level 55; Elite upgrades come via Emboldened Seals at Ranks 8 to 13. Weapon DPS is the top stat and the Rank 14 arsenal includes Battle Hammer, Warhammer, Longsword and Claymore, but that is a 10-week-plus grind (24,750 Rank Points).
How to play it
- Role: flag-carrier hunter and burst finisher in WSG 10v10, node raider in AB 15v15 and Darkspear Islands 15v15.
- Hammer of Justice, then Judgement with Seal of Command: the Judgement does 137 to 145 damage on a stunned or incapacitated target instead of 68 to 73.
- Divine Favor plus Holy Shock is your guaranteed-crit burst. It is instant, ranged and has a 10 sec cooldown, so it finishes fleeing carriers and heals you in a pinch.
- Repentance incapacitates a Humanoid for up to 6 sec (damage wakes it) and doubles as the setup for a Seal of Command Judgement.
- Voice of Truth grants 6 sec of silence and interrupt immunity: use it before a key heal or when a caster is trying to lock you down.
- Players report that Shamans and Priests dispel Seals and drain mana on re-application, so keep Reverence, Benediction and Sanctified Judgement going.
Verdict
Retribution finally has a rotation. Holy Strike is baseline from level 6 (10 sec cooldown, 25% weapon damage at rank 1 rising to 50%), Judgement no longer consumes your Seal, Consecration is baseline at level 20, and Sacred Arbiter adds 20% Holy Strike damage while refreshing every Judgement on the target. Add Seal of Command, Conviction and Two-Handed Weapon Specialization and you have a proper melee spec. Champion of the Light turns Intellect into spell damage (up to 100% of Intellect) and is the reason this build also takes Divine Intellect.
There are two archetypes and we pick one for each mode. For PvE we play Twist of Light, the Seal-twisting capstone: swap Seals and the replaced Seal's effects fire on your next melee swing, and your Seals cost 20% less. It needs 31 points in Retribution; the 15 spare points go to Divine Strength, Divine Intellect, Improved Seals and Reverence. For PvP we drop Twist for the Shockadin hybrid: 21 points in Holy for Divine Favor plus Holy Shock (instant, ranged, 10 sec cooldown) alongside Repentance and Seal of Command. Icy Veins describes both archetypes. We choose Holy Shock for PvP because it gives a Paladin with no ranged attack and no mobility a ranged finisher, and does not rely on Seals that players report get dispelled.
Be honest about the data. ExpCarry, a seller, recaps a MythicSim level 60 single-target simulation where Retribution Paladin is #1 at 714 DPS, but that is a reference build with no trinkets and no raid logs. Hand-made level 20 lists disagree: wowforever.co's side-by-side shows Retribution at C in the forum list, MMOExp and Overgear. Icy Veins also warns that mana may starve the spec and that mobility is almost nonexistent. Expect to retune after real level 60 testing.
Data notes: Icy Veins' overview still lists Crusade, but the vendored client data (build 1.60.1.70009) has no Crusade and ForeverChanges says it vanished without a Blizzard note, so we do not plan around it. Sep-24 changes that shaped this build: Vengeance now triggers off non-periodic crits and stacks to 3, Two-Handed Weapon Specialization is now 2/4/6%, Sacred Arbiter went from 10% to 20%, and Twist of Light gained the 20% Seal cost reduction.
Strengths
- Real melee rotation: Holy Strike and Judgement on cooldown, Seal of Command up, with Sacred Arbiter refreshing Judgement effects.
- Hybrid toolbox no other melee has: Lay on Hands, Divine Protection, Blessing of Protection and Freedom, Hammer of Justice, Repentance, Purify.
- Champion of the Light scales spell damage off Intellect, so spell power and Strength gearing both work (Icy Veins gives two gear paths).
- Consecration is baseline for AoE, and Benediction, Holy Conduit and Sanctified Judgement give three separate mana tools.
Weaknesses
- Almost no mobility: Icy Veins calls it one of the slowest specs; Pursuit of Justice is only +15% speed.
- Mana can run dry, especially when twisting. Players report the pool empties within about 30 seconds of Twist of Light play in PvP.
- Weak AoE beyond Consecration, and Seals can be dispelled (player reports), forcing a mana-costly recast.
- Level 60 numbers are simulation only and hand-made level 20 tier lists rate the spec low (C). Expect big swings by launch.
- No interrupt and no slow, as Blizzard states.
