Order is Icy Veins' Protection stat list. Spell Power leads because Consecration and Holy Shield scale with it. Hit and Crit are unified stats in Forever, and there is no TBC hit cap math. No level 60 BiS exists yet.
Best race
Stoneform is the defensive cooldown Icy Veins specifically recommends Protection Paladins pick Dwarf for: it removes Bleeds, Poisons and Diseases and reduces Physical damage taken by 10% for 8 sec.
Find TreasureInstant. Allows the dwarf to sense nearby treasure, making it appear on the minimap. Lasts until canceled.
StoneformInstant, 3 min cooldown. Instantly removes and grants immunity to all Bleed, Poison, and Disease effects, and reduces all Physical damage taken by 10% for 8 sec.
Mace SpecializationIncreases your critical strike chance with all spells and attacks by 1% while you have a mace or two-handed mace equipped.
Big Game HunterDamage dealt versus Beasts increased by 5%.
Only Horde option. Cannibalize restores Mana as well as Health, useful for a tank with expensive Consecration.
Underwater BreathingUnderwater breath lasts 300% longer than normal.
Will of the ForsakenInstant, 2 min cooldown. Instantly removes all Charm, Fear and Sleep effects.
Cannibalize5 yd range, Instant, 2 min cooldown. When activated, regenerates 7% of total Health and 7% of total Mana every 2 sec for 10 sec. Only works on Humanoid or Undead corpses within 5 yds. Any movement, action, or damage taken while Cannibalizing will cancel the effect.
Touch of the GraveYour spells and attacks with a damage part have a chance (10% for casters, 5% for melee) to drain Health from the target, up to 5% of your maximum Health. 1 sec internal cooldown. Does not break crowd control.

How to play it
- Keep Righteous Fury and Seal of Fury up at all times. Seal of Fury gives small absorb shields and makes Judgement taunt for 4 sec.
- Open with Consecration on the first four targets and hold the rest on Judgement. Only cast it as long as your mana allows.
- Use Holy Strike on cooldown (10 sec): Iron Creed adds threat and -10% damage taken for 6 sec while Righteous Fury is on.
- Hold Judgement for threat loss; Swift Judgement finishes its cooldown and makes the next Judgement free, once per minute.
- Templar's Bulwark is your big absorb (100% of max health for 8 sec) but applies Forbearance for 1 min. Holy Shield (+20% block for 10 sec, 4 charges) layers on top.
- Shield Specialization and Improved Seal of Fury both return mana, so keep blocking and let your Seal absorb damage.
- Sacred Duty takes 60 sec off Divine Shield, Divine Protection and Templar's Bulwark.
Verdict
Protection Paladin has always had the best tank utility and no taunt. Forever fixes the second part: with Seal of Fury active, Judgement taunts the target for 4 sec, and since Judgement no longer consumes your Seal there is no twisting minigame to play. Swift Judgement finishes the remaining Judgement cooldown and makes the next one free, so a missed taunt is recoverable. Consecration is baseline at level 20 and hits the first four targets hard in damage and threat; Icy Veins calls it one of the best AoE threat tools in the game.
The build is the full Protection tree minus Guardian's Favor and Improved Hammer of Justice (43 points), because every one of those talents does something specific. Anticipation (+20 Defense), Toughness, Redoubt and Shield Specialization carry survival. Shield Specialization also returns 6% of max mana on a block, every 3 sec at most, which is how you pay for Consecration. Templar's Bulwark is an absorb for 100% of max health (8 sec, then 1 min of Forbearance), and Holy Shield, Reckoning (extra attacks from blocks and from crits taken) and Iron Creed (Holy Strike threat and 10% damage reduction) round out the tank kit. The last 8 points go into Retribution for Benediction, Holy Conduit and one Improved Judgement, which cut the cost of Holy Strike, Judgement and Consecration. Icy Veins names exactly this as the alternate path for Consecration uptime.
Outside rankings put Protection Paladin at or near the top of tanks: Skycoach and Overgear rate it S, and ExpCarry (a seller, so corroboration only) names it the best current tank. The Blizzard forum thread ranks it B. Everything is at level 20 to 30; nobody has tanked a level 60 dungeon, and Warrior Protection is the incumbent for raids. Icy Veins warns that Protection will struggle to kill bosses and other high-health single targets quickly.
The Sep-24 patch cut Righteous Fury's Holy threat bonus from 90% to 60%, so Holy threat is lower than it was before Sep 24. It also made Holy Strike's cooldown 10 sec and raised its weapon-damage coefficient at each rank, which lifts your single-target threat.
Strengths
- Seal of Fury plus Judgement is a real 4 sec taunt, and Swift Judgement resets it when it misses.
- Consecration is baseline and generates damage and threat on the first four targets it hits, which is why dungeon packs are easy to hold.
- Templar's Bulwark (absorb equal to max health for 8 sec) and Holy Shield (+20% block, 110 Holy damage per block) give strong emergency defence.
- The best buff package of any tank: Blessings of Kings, Might, Wisdom and Salvation, plus Protection, Freedom and Divine Intervention.
Weaknesses
- Mana is the constraint: Consecration is expensive, so you manage it with Shield Specialization blocks and Benediction rather than spamming it.
- Very weak mobility and no interrupt or slow (Blizzard, Icy Veins).
- Single-target boss kill speed is low, and Righteous Fury threat was cut to 60% on Sep 24.
- Unproven at level 60 and in raids; Warrior Protection remains the safer raid pick until real logs exist.
- Dungeon XP was nerfed, which removes the old Protection Paladin dungeon-leveling edge.
